Property Needs Assessment for 1530 South Hamlin

ASTI prepared a Property Needs Assessment (PNA) Report in accordance with the Illinois Housing Development Authority Standards for Property Needs Assessments published in November 2021. These standards guided the visual inspection and evaluation of the accessible, observable components of the Subject Property.

The report provided a professional opinion on physical deficiencies, conspicuous defects, and material deferred maintenance noted during the walk-through. Routine maintenance items, minor repairs, and other de minimis conditions were not included in the scope.

Following IHDA guidelines, the assessment included a site visit with access to building exteriors and common areas, roofs, mechanical equipment, drainage systems, drives and walks, attics and crawl spaces, visible foundation and utility components, and all support buildings. The process also involved interviews with property management, inquiries to local agencies, review of available construction documents, and visual observations of site, building, structural, mechanical, electrical, plumbing, conveyance, life safety, and accessibility systems.
