This was a senior affordable housing project involving funding from the Michigan State Housing Development Authority and the U.S. Department of Housing and Urban Development. The client renovated the building and constructed an addition. Soil fill from an unknown source was encountered and found to exceed state cleanup criteria. ASTI conducted multiple subsurface investigations to delineate contamination and performed one year of sub-slab soil gas sampling to evaluate potential vapor intrusion risks.

ASTI prepared a Response Activity Plan – Remedial Action Plan, which was approved by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). Response activities, including removal of impacted soils with confirmation sampling, were completed during site development. ASTI also prepared a restrictive covenant addressing water well installation. All work was documented in a No Further Action report approved by EGLE. Development was completed in 2025.

Within the building, ASTI conducted radon testing in accordance with HUD guidelines and AARST MAMF-2017 protocols. Results confirmed no exceedances of the Action Level.

ASTI also completed a lead-based paint (LBP) inspection and risk assessment using HUD protocols. A limited amount of LBP was identified, along with several lead dust hazards. Impacted areas were cleaned and verified through clearance sampling prior to re-occupancy. ASTI prepared the Lead Clearance Report and asbestos and lead closeout documentation to support MSHDA requirements.
