This was a senior affordable housing project involving funding from the Michigan State Housing Development Authority and the U.S. Department of Housing and Urban Development. The client planned to renovate the building and install an addition. Soil fill from an unknown source was encountered on the property, which was assessed and found to be impacted at concentrations exceeding state cleanup criteria. Through multiple subsurface investigations, soil contamination was delineated. In addition, one year of interior sub-slab soil gas sampling was conducted to rule out a vapor intrusion risk to the building.
ASTI prepared a Response Activity Plan – Remedial Action Plan requiring removal of impacted soils with confirmation sampling, which was approved by the Michigan Department of Environment, Great Lakes, and Energy (EGLE). Response activities were conducted during site development. ASTI also prepared a restrictive covenant for the installation of water wells on the property, which was filed with the County Registrar of Deeds. All activities were documented in a No Further Action report that was approved by EGLE. Property development, including the building addition and interior renovations, was completed in 2025.
Within the building, ASTI completed radon testing following HUD guidelines and the American Association of Radon Scientists and Technologists’ (AARST) MAMF-2017 Protocol for Conducting Radon and Radon Decay Product Measurements in Multifamily Buildings. Results confirmed that no exceedances of the Action Level were identified within the building.
ASTI also completed a lead-based paint (LBP) inspection and risk assessment using HUD random sampling methods for multifamily buildings. Results of the inspection identified only a small amount of LBP on the roof. Several lead dust hazards were identified in window troughs and sills of dwelling units and common areas during the risk assessment. All areas with lead dust hazards were cleaned after renovation activities and sampled using wipe methods to verify clearance prior to re-occupancy. Upon receipt of the final lead clearance results, ASTI prepared a Lead Clearance Report. To meet MSHDA requirements to release 8609 Tax Credits, ASTI also prepared the asbestos and lead closeout documents.
