The Charter Township of Clinton sought to provide improvements to the Clinton River, for increased access to and safety on the Clinton River for paddle sports. To increase access to the Clinton River, the proposed project sought to install a floating kayak launch, demolish an abandoned structure along the riverbank, and to clear woody debris along the banks of the river.
Due to the drudging needed install the kayak launch, tree removal, and the demolition of the abandoned structure, a mussel survey along with a threatened and endangered species survey were performed. The mussel survey and the threatened and endangered species survey found that the proposed project would not have an adverse impact on threatened species. Due to the age of the abandoned structure to undergo demolition, an Asbestos-Containing Materials (ACMs) survey was conducted, which found that the deteriorated roofing of the structure was a presumed ACM. Since the proposed project was to have impacts on water courses, ASTI performed a wetlands delineation assessment of the project areas. ASTI identified two watercourses that are regulated by Environment, Great Lakes, and Energy (EGLE). Thus, the proposed project had to obtain Part 301 and Part 303 wetland permits to perform the work associated with the proposed project. The proposed project underwent a Section 106 review which found no historic properties are to be impacted by the project. A NEPA assessment was performed for the proposed project, which found a “Finding of No Significant Impact” on the human and natural environment.
