The City of Lansing initiated a project to dispose of 212 single family dwellings from the Lansing Housing Commission’s housing inventory. The goal was to reduce long-term maintenance costs and transition existing residents to project based vouchers while maintaining the current housing stock. Because the project involved only a transfer of ownership with no physical alterations to the homes, ASTI completed the required NEPA assessments and Section 106 applications, organized into eight regions across the city. Through the Phase I Environmental Site Assessments, five dwellings were identified with potential Recognized Environmental Conditions related to nearby historical industrial activities. Two Phase II Environmental Site Assessments were completed, confirming that none of the five properties were facilities and that no further environmental action was recommended.

Documenting more than 200 residential properties across the City of Lansing within a three-day field window required extensive coordination. Several homes could not be photographed during the scheduled field effort due to active construction, detours, restricted access, time limitations, and unclear directions.

To maintain the project schedule and ensure full documentation for the Section 106 application, ASTI team members working on nearby projects assisted by photographing the remaining locations. This collaborative effort allowed ASTI to complete the assessments efficiently and provide complete, accurate documentation for both NEPA and Section 106 requirements.
