This was an Oakland County Parks and Recreation (OCP&R) project. OCP&R began managing Ambassador Park, which is owned by the City of Madison Heights. Due diligence began with a Phase I Environmental Site Assessment (ESA), followed by a Limited Phase II ESA to assess a recognized environmental condition (REC) identified in the Phase I ESA. Lead was identified in a soil sample during the Limited Phase II ESA at a concentration exceeding residential but not nonresidential direct contact cleanup criteria.
ASTI prepared a Baseline Environmental Assessment (BEA) for OCP&R and submitted it to the Michigan Department of Environment, Great Lakes, and Energy (EGLE). In addition, ASTI prepared a Due Care Plan (DCP) designating a response action (direct contact exposure barrier) to address the lead concentration in soil. EGLE reviewed the BEA and DCP and determined that additional sampling should be conducted to further assess the original REC.
ASTI conducted incremental sampling using Incremental Sampling Methodology (ISM) to demonstrate that the shallow subsurface outside of the area requiring a response action did not pose unacceptable risks to receptors at the property. The results were used to show that the planned response activity was the only response activity required by OCP&R to satisfy their Due Care Obligations. ASTI then updated the Due Care Plan after the investigation and submitted it to EGLE to demonstrate compliance.
