The 7850 E. Jefferson Ave. Phase V (Building #3) project is the final phase of a multi-stage riverfront redevelopment in Detroit’s Gold Coast neighborhood, developed by Ginosko Development Company. In collaboration with Ginosko Development Company, ASTI Environmental supported the preparation and coordination of the brownfield and housing work plans, helping align environmental due care requirements with affordability standards and overall project feasibility to secure public-sector approval. Using a brownfield redevelopment strategy, the project will deliver 33 two-bedroom workforce and affordable housing units for households earning between 80 percent and 120 percent of Area Median Income. The development will transform a long-vacant, environmentally impacted site into high-quality residential housing with modern amenities, enhanced riverfront green space, and improved neighborhood connectivity.
The project is also notable for its pioneering financing structure. It was the first development in the City of Detroit to receive approval for a MSHDA Act 381 Work Plan and the first to secure brownfield tax increment capture specifically for Housing Tax Increment Financing. This innovative incentive structure helped close a documented financing gap tied to long-term affordability, allowing the project to maintain a 25-year affordability commitment without ongoing operating subsidies. By redeveloping one of the last vacant sites along the Detroit River, the project advances the City of Detroit’s broader housing and revitalization goals while establishing an important precedent for future workforce and affordable housing developments utilizing Act 381.
